Kevin C. Cheng is Adjunct Professor at the School of Governance and Policy, The University of Hong Kong. He is a macro-financial economist and policy practitioner with more than two decades of experience in international financial institutions and central banking.

Professor Cheng currently also serves as Senior Advisor to the Chief Representative for Asia and the Pacific at the Bank for International Settlements (BIS). In this role, he advises the Chief Representative on the strategic direction and activities of the BIS Office for Asia and the Pacific, with a particular focus on regional policy consultation, engagement with central banks and monetary authorities, and strengthening policy dialogue across the Asia-Pacific region.

Before joining the BIS, Professor Cheng served as Lead Economist and Group Head of Financial Surveillance at the ASEAN+3 Macroeconomic Research Office (AMRO), where he led a 15-person regional financial surveillance team and pioneered the inaugural ASEAN+3 Financial Stability Report while serving as Mission Chief to Korea and Singapore. He previously served as Head of Financial Stability Surveillance at the Hong Kong Monetary Authority (HKMA), leading a 46-person division responsible for surveillance of Mainland China, international financial markets and Hong Kong’s financial system, as well as work on financial digitalisation, granular banking data and derivatives markets.

Earlier in his career, Professor Cheng spent 15 years at the International Monetary Fund (IMF) in Washington, DC. He held positions in the Strategy, Policy, and Review Department, Research Department, Asia and Pacific Department, European Department and African Department, working on global and regional economic surveillance, G20 issues, and a range of advanced and emerging economies.

Professor Cheng previously served as an Adjunct Professor at HKU’s Faculty of Business and Economics (HKU Business School) from 2019 to 2022, where he taught International Macroeconomics and International Finance in the Master of Economics programme.

Professor Cheng holds a PhD in Economics from the University of Chicago and a BA with honours in Economics and Mathematics from the University of British Columbia.

His professional interests include macro-financial surveillance, financial stability, international monetary and financial policy, and economic policymaking in Asia.
